Iron & Steel, Fertilisers and Aluminium are Algeria's CBAM-covered export categories to the EU.
Algeria exports steel products including rebar and structural sections to EU markets, primarily southern Europe. Nitrogen fertilisers — ammonium nitrate and urea — are produced using domestic natural gas and exported to the EU. Algeria holds approximately 17% of EU nitrogen fertiliser imports (post-Russia displacement). Aluminium exports reflect secondary (recycled) production routes.
Carbon pricing in Algeria: Algeria does not operate a domestic carbon pricing mechanism applicable to CBAM-covered goods.
No qualifying carbon price applies to Algerian production. Full CBAM certificate costs apply to verified embedded emissions above the SEFA benchmark.
Algeria's steel default (3.00 tCO₂e/t BF-BOF semi-finished) is significantly above the SEFA benchmark of 1.362 tCO₂e/t. EAF producers using scrap may carry actual emissions well below the default — verification is commercially valuable. Algeria's ammonium nitrate default (2.44 tCO₂e/t) is among the higher values in the region.
